『CONSTITUTION OF ASIAN SOFT TENNIS FEDERATION』

Chapter I
NAME

Article 1 The Federation shall be known as Asian Soft Tennis Federation (ASTF).



Chapter II
OBJECTIVES

Article 2 The objectives of the Federation are to establish friendly relations and foster goodwill and understanding among members in accordance with the basic principles of the International Olympic Committee (IOC) and the Olympic Council of Asia (OCA) and thereby to develop, improve and propagate soft tennis in Asia.



Chapter III
BUSINESS ACTIVITIES

Article 3 To accomplish the objectives stated in Article 2 above, the Federation shall be committed to do the following:

1. To enhance the close cooperation among members and thereby to promote the propagation of soft tennis in Asia;
2. To hold the Asian soft Tennis Championship series once every four years;
3. To encourage the affiliation of new members;
4. To recommend to the OCA inclusion of soft tennis competition in the OCA-hosted Asian Games; and
5. To conduct other businesses necessary for the accomplishment of the Federation.



Chapter IV
MEMBERSHIP

Article 4 Membership in ASTF shall be open to any association recognized as the governing body controlling soft tennis in the country (region) and duly recognized by their National Olympic Committee (NOC).

Article 5 An applicant for membership shall signify its intention in writing.



Chapter V
OFFICERS

Article 6 The Federation shall have the following officers:

President --- one person
Vice President --- several persons
Secretary General cum Treasurer --- one person
Council Member --- several persons

The President, Vice Presidents, Secretary General cum Treasurer and Council Members shall form the Council.

Article 7 The Federation may have Special Adviser(s) and/or Adviser(s) to assist the activities of the Federation based on the President's request.

Article 8 The President, the Vice Presidents, the Secretary General cum Treasurer, the Council Members and the Special Adviser(s)/Adviser(s) shall be elected at the Congress of the Federation.

Article 9 The President shall represent the Federation and shall exercise control over the operations of the Federation. The Vice Presidents shall assist the President, and in the event of the incapacity of the President, one of the Vice Presidents shall act for the President.

The Secretary General shall perform his/her duties under the orders of the President and in accordance with the decision of the Council Meeting.

The Council Members shall attend the Council Meeting, discuss and deal with the various operations of the Federation.

Articles 10 The election of the officers shall be conducted at the quadrennial Congress Meeting, and the elected officers are eligible for reelection. The officers shall continue to hold office until their successors have been elected.



Chapter VI
MEETINGS

Article 11

1. The supreme authority of the Federation shall be the Congress; and
2. The Congress shall be divided into ordinary and extraordinary Congresses.

The ordinary Congress shall be held quadrennially during the period of the Asian Championships or just prior to or after the Asian Championships. Meetings shall be called and presided over by the President. Extraordinary meeting shall be held when written requisitions have been received from over fifty percent of the members.

3. Each association may send two representatives to the Congress but only one vote is entitled to each association.
4. The legal attendance of the Congress shall be over fifty percent of the members.

Article 12 The agenda of the Congress Meeting shall be as follows:

1. Roll call
2. Adoption of the minutes of the last meeting
3. President's work report
4. Work report by the Secretary General cum Treasurer
5. Admission of new membership
6. Decision on the time and place of the next Asian Championships
7. Discussion on the enactment of the amendments of the Constitution
8. Discussing of any issues that may be raised by the member associations
9. Election of the new officers
10. Other businesses

Article 13 Extraordinary Congress

When written requisition has been made by over fifty percent of the member associations, the President may call an extraordinary Congress, discussing matters put up in written form.

Article 14 The Council Meeting shall be presided over by the President of the Federation and shall be held every year or every two years. The Council, entrusted by the Congress, shall exercise the resolutions of the Congress Meeting, deal with the matters of importance and urgency and submit report to the Congress Meeting. By the approval of the Congress, the Council may form working committees (i.e., umpires' committee, coaches' committee, technical committee, etc.) to assist its work.

Article 15 Voting

1. All affiliated associations of the Federation are entitled to one vote each.
2. Resolution by the Congress concerning the ordinary matters (i.e., adoption of new member, decision of the place of the Asian Championships, etc.) shall be adopted with the affirmative vote of a simple majority of the votes cast.
3. Amendments to the Constitution shall be adopted with the affirmative vote of two-thirds majority of the votes cast.
4. Expulsion of a member shall be adopted with the affirmative vote of three-fourths majority of the votes cast.
5. Disabandonment of the Federation shall be adopted with the affirmative vote of four-fifths of the votes cast.

Article 16 The President presiding over the Congress Meeting or the Council Meeting shall prepare minutes and immediately report the results of the meeting to concerning member associations.



Chapter VII
MANAGEMENT

Article 17 The Federation shall have its secretariat at the country (region) where Secretary General cum Treasurer resides. The Secretary General may have secretaries at the expenses of the member country (region) where the secretariat is located.

Article 18 The official language shall be English. All the other languages of the members of the Federation are auxiliary languages.



Chapter VIII
DUES

Article 19 Each member shall pay an affiliation fee of fifty dollars (US$50.00) and annual membership fee of one hundred U.S.dollars (US$100.00).

The fee shall mainly be directed into administrative expenses such as communication expenses incurred by the Secretariat.



Chapter IX
AMENDDMENTS AND INTERPRETATION

Article 20 This Constitution can only be amended by the Congress.

Article 21 The English version of the Constitution of the Federation shall be the standard text.



CHAPTER X
SUPPLEMENTARY PROVISION

Article 22 This Constitution was originally enacted on February 6, 1988 and was amended on November 3, 1996.
