Nature of Event - An official international event acknowledged by the International Soft Tennis Federation 4. Term of Event - August 13 , 2004 through August 18, 2004 5. Place of Competitions - Shanghai City, China 6. Men's and Women's Doubles August 17 (Tue) Sightseeing August 18 (Wed) Departure (Note) The above schedule shall be subject to change depending on the number of participants and the weather conditions. 10 Eligibility - Participating players shall be those who are approved by the respective national soft tennis federations of the member countries/regions (hereinafter "countries") of the International Soft Tennis Federation, as players belonging to the respective national federations and are ordinarily involved in soft tennis competitions and other related activities in the said countries. Also, they shall satisfy the conditions for participation in the competitions as specified in Item 15 of this guide. 11. Entry (1) Participating countries shall be allowed to enter a maximum of ten (10) pairs each for men's and women's doubles, a maximum of ten (10) players each for men's and women's singles and a maximum of ten (10) pairs for mixed doubles. However the host country shall be free. The same one player shall be allowed to concurrently enter for more than one event. For doubles (men, women and mixed), players who belong to different national federations shall be allowed to pair up and enter. In this case, the said two (2) players shall be obliged to obtain the approval of their respective national federations. The entry of the pair shall be made to the host country by either one of the federations concerned, with a special note in the entry form to indicate that they belong to different national federations. (2) In the case where people other than players, e.g. head of team and/or coach, wish to participate, their registration for participation shall be applied with the host country in the same manner and at the same time as for the entry of their players. (3) The entry shall be made not later than July 15, 2004, via a designated entry form with the names, sex, the dates of birth and others as required of the participating players. The entry form shall be mailed to the designated address as indicated separately. The entry via Fax shall also be acceptable. In the case of the entry of more than one (1) participant for the same one event from the same one national federation, the players' list for entry shall be arranged in the order of their ranking among them. (4) Any change in the entry after the deadline date of entry shall not be accepted. 12. Rules and Regulations for Competitions (1) The competitions shall be conducted in accordance with the International Soft Tennis Federation's rules of soft tennis, based on the constitution and the related regulations of the International Soft Tennis Federation. (2) The official language shall be English. However, Chinese shall also be used for a convenience of local communications. 13. Methods of Competitions - The competition methods shall be decided by the host organization taking into consideration the number of participants (1) A tournament system shall be applied for both singles and doubles for men and women and mixed doubles. (2) A doubles match shall be played by a best of nine (9) games system and a singles match by a best of seven (7) games system. 14. Draw - The draw for the competitions shall be decided by the host organization in a fair manner by following the guidelines as follows: (1) The seeding shall be decided based on the current world ranking status in preference to the other factors. (2) The draw for other players than the seeded shall be decided taking into consideration the regions or countries they belong to, so that competitions between the players from the same region or country in an early round can be avoided to the extent possible. (3) For players other than the seeded, the ranking order on the players' list in their country's entry form shall be respected in deciding their draw. 15. Conditions for Participation - Team members of the respective participating countries shall satisfy the conditions of the respective items as undermentioned, in addition to the fulfillment of the qualifications for participation as provided in Item 10 of this guide. (1) Participants shall abide by the constitution of the IOC and the rules and regulations of the International Soft Tennis Federation, and behave in an orderly manner based on sportsmanship. (2) Participants shall follow the directions of the host organization regarding their whereabouts and activities during the term of the event (for participants from abroad, the applicable period of this item shall be from the time of their entry into to the time of their departure from the host country). In case any of the participant(s) needs to behave otherwise, the participant(s) shall submit to the host organization the detailed information of his/her intended travel, such as its schedule, place, purpose and others and obtain its permission in advance. (3) Uniforms, shoes and other attire to be used for competitions shall be those that are approved by the respective participating national federations. (4) Rackets to be used for competitions shall conform to the specifications of the International Soft Tennis Federation. (5) Either of professional or amateur players can participate in the tournaments. Commercial displays on player's uniforms and others shall be allowed if they are permitted by the host organization and the respective participating national federations. However, in the case where a designated back number, possibly with advertisements attached, by the host organization is prepared, it shall be worn in preference to others. Manufacturers' company marks or logos on uniforms, shoes, rackets, etc. shall not be regarded as an advertisement 16. Competition Officials - Competition officials shall be organized by the host organization. 17. Jury - Jury which consists of referees and umpires shall be organized by the host organization. 18. Balls, etc. for Competitions (1) Balls to be used for competitions shall be Nagase Kenko balls. (2) Facilities and Equipment for Competitions: nets, net posts and other facilities and equipment required for competitions shall be those that conform to the rules and regulations for the competitions. 19. Commendations The first, second and third place winners shall be commended in each individual event. 20. World Ranking Point - The world ranking system shall be applicable to the event(s) where the number of participants satisfies the conditions provided in the world ranking system. In this regard, the applicable event(s) shall be announced to the participants prior to the tournaments. 21. Participation Expenses - The expenses shall be on respective participants' account. However, the amount of money which shall be borne by those who stay at hotels which are designated by the host organization shall be set at US$50 per one person, including three meals a day. Those who want to utilize such hotels, shall be required to apply it with the host organization, together with the application for entry for the competitions. The 3rd Chinese Cup International Soft Tennis Tournament (Shanghai-City in China) The 3rd Chinese Cup International Soft Tennis Tournament was held for four days on the 16th from August 13, 2004 in the tennis court of the Shanghai College of Physical Education in Shanghai , China. As for this tournament, the 1st tournament was held in 2000, and the participating country/ regions were five, Japan, Korea, Chinese Taipei, Mongolia and China. The 2nd tournament in 2001 was called off because of the influence of simultaneous frequent occurrence terrorism which took place in the United States, and it was held in 2002. The participating country/regions of tournament in 2002 were Japan, Philippines, Kazakhstan, Kyrgyzstan, and China. Korea, Chinese Taipei and Mongolia that participated in 1st tournament have not participated under a situation respectively. The competition in 2003 was called off due to SARS and its concern. In JSTA (Japan Soft Tennis Association), this tournament is thought as important as competition to which young players can experience an international match, and the players who participated are growing greatly after this competition. The schedule of this year overlapped with Inter college championships in Japan, and since it was also just before the junior exchange competition of Japan, Korea, and China, so that Japan composed the players from general players, not student's players who are the member of current Japan national team and dispatched them to tournament this year. The dispatch players became man and woman with 4 each in order that there might be no team event this year. It was the powerful members to whom Mr.Morita, Mr.Kagawa, Mr.Asakawa for men and Miss Kumagaya, Miss Ueshima for women players are the persons experienced championship of All Japan Soft Tennis Championships, and both of head coaches for men and women , Mr.Kitamoto and Mr.Wakaume also have championship experience in it. Current situation of this competition Since this competition became the official approval competition of ISTF (International Soft Tennis Federation) and the contents were more substantial from this year, men's participating country/regions were seven of Japan, Korea, Chinese Taipei, Canada, Mongolian, Russia, and China and woman were four of Japan, Chinese Taipei, Mongolia, and China and became participation of 63 persons in total. The numbers of entry were as for single, 40 for men and 23 for women, as for doubles 19 pairs for men and 11 pairs for women and as for mixed doubles, 22 pairs. Canada and Russia were first participation. Although men' participation of Korea had dispatched many players subsequently to China with 14 players. The results of competitions are as attached sheets. Since men's singles had reached the regular number of participants in world standard, the point of world lank was given to the prizewinner, respectively. China Soft Tennis Association showed the intention to continue and hold this competition in the future, and requested to Japan the participation of players other than national team from Japan, and also requested to ISTF to call the participation from the other countries besides the participating countries this time. We think if schedule adjustment with the domestic competition of Japan or a foreign country can be performed, the participating nations and the participating players might also increase. The guesthouse of the Sports Exchange Center of Shanghai Institute of Physical Education was wonderful, and the player could take rest enough and was equipped fully also with the laundromat institution or the international phone call institution. About competition management, the schedule was started at the fixed time in every day, all umpires were also provided in China, and it was so satisfactory. We think that the skill and technique of umpires must be improved further from now on. Following Doha Asian Games in 2006, as for Asian Games in 2010, holding in China was decided, and ASTF (Asian Soft Tennis Federation) requested for China that soft tennis should be carried out as a formal event for Asian Games in China.
